ISO 9001:2008 5.1 (d) states that “Top management shall provide evidence of its commitment to the development and implementation of the quality management system and continually improving its effectiveness by”: conducting management reviews,

One auditor performing a surveillance audit of an ISO 9001:2008 certified company interpreted “Top management” as the CEO of the company. saying that CEO himself/herself is responsible for running the Management Review meeting and not the Management Representative.
